Saudi Arabia Imposes Heavy Penalties for Unauthorized Hajj Pilgrims

As the Hajj season approaches, Saudi Arabia’s Ministry of Interior has introduced stringent measures aimed at safeguarding the sanctity and organization of the pilgrimage. The new regulations, effective from April 29 until approximately June 10, target unauthorized individuals attempting to perform Hajj without official permits.

According to the ministry, any individual—regardless of visa type—caught trying to perform Hajj without a valid permit will face a fine of up to SR20,000 (approx. $5,331). This includes tourists, visit visa holders, and residents who enter or remain in Makkah or other holy sites during the restricted period.

Serious Penalties for Facilitators

The crackdown extends beyond the individual pilgrim. Those found facilitating or enabling unauthorized pilgrims—whether through applying for a visa, offering shelter, or arranging transport—may be fined up to SR100,000 per person involved. This includes:

  • Applying for a visit visa for someone intending to perform Hajj unlawfully

  • Transporting unauthorized individuals into the restricted zones

  • Providing housing, even temporarily, in hotels, private homes, or designated Hajj accommodation

  • Concealing unauthorized pilgrims in any form

Deportation and Bans for Infiltrators

For foreign nationals and overstayers, the penalties are even more severe. Anyone caught infiltrating the pilgrimage without authorization will face immediate deportation and a 10-year ban from reentering the Kingdom. If the vehicle used to illegally transport pilgrims is owned by the facilitator, Saudi authorities may confiscate the vehicle after a court ruling.
